A bus that was the target of an apparent bomb threat was stopped as it approached Norfolk Naval Base.
The Hampton Roads Transit bus was stopped on Hampton Boulevard, near Gates 1 and 2.
Barricades are up on Hampton Boulevard at Greenbrier Avenue just south of Fleet Park to block traffic.
The FBI, Navy authorities and Norfolk police tactical units are on the scene.
Ross Kearney, spokesman for HRT, told WVEC.com, "A call came into Norfolk police with a threat. I do not know what the threat was. Norfolk police contacted the Naval Base and they stopped the bus before it entered the gate."

A man has barricaded himself on an HRT bus in Norfolk, saying he has a bomb.
The Hampton Roads Transit bus was stopped on Hampton Boulevard, near Gates 1 and 2.
WVEC.com was told a robot is on the scene checking the bus for a device. The bus, now in a base parkling lot, has been isolated.

It was a frightening ride Thursday morning for several passengers on an HRT bus in Norfolk.
A robot was brought in to search an HRT bus.
A woman called in a threat against Norfolk Naval Base and Hampton Roads Transit bus #936 around 9:00 a.m. There were three passengers and one driver aboard, WVEC.com was told.
That bus and another following behind it were stopped as they left the base at Gate 5, the FBI said. They were isolated in a parking lot and robots were brought in to search them.
The passengers and drivers were taken away from the buses and were having lunch at 12:30 p.m.
By 1:45 p.m., the situation had resolved and no device was found, Ross Kearney, HRT spokesman told WVEC.com, and HRT has resumed its normal service to the Naval Base.
The FBI confirmed nothing that would be of any danger to the public was found on the buses.
Police have traced the call to a 7-11 convenience store not far from the base. No one has been arrested.
The situation created a traffic problem for people trying to get off the world's largest Naval base. Hampton Boulevard at Greenbrier Avenue to 90th Street, near some of the main gates of the base, was closed for several hours.
The FBI is continuing the investigation into the circumstances surrounding the call.
